You might want to read the current thread in 'Mini Chat' about changes to EU Regulations in respect of modified cars before fitting a non-A-series engine..

Yes, sadly it may soon be too late to do any kind of engine conversion. This has been coming for a long while, and those who have butchered their monocoques to do it, while not putting their modified cars through IVA, have not helped. If the EU had not proposed a new law, which is plain daft because of the way it does what it does, it would have happened in the UK anyway, for other reasons, as the abuse of regulations was attracting attention.
Sadly, the entire car modification industry, which probably employs, directly and indirectly, upwards of 50,000 people in the UK, is about to be killed by the actions of anotoriously corrupt, unelected and undemocratic EU Commission, when the sensible thing to do would have been to improve the scope of the IVA test, by making provision to test only the modifications to existing vehicles, and not require all of a 30 year old car to comply with today's regulations. We will no longer be able to make safety enhancements like modern disc brakes, seat belts in vehicles that never had them etc, nor fit greener, more fuel-efficient engines.

To be frivilous, does it apply to PSV's. The famous old Routemaster buses were re-engined with Gardner engines a few years ago. Will they all need an new IVA test
.
MiniLandy is just finishing the installation of a Rover 214Si engine in his Mini and I don't think he's aware of this proposed regulation. He may have to revert to original and not sell his 1275 engine.

At the risk of contradicting myself, the EU regulations might not be as bad as feared. Each country will have to implement them through their own legislation, so for us that will probably mean the MoT & IVA. As long as the DVLA don't change their points system it will be pretty much situation normal, as long as your new engine can pass the current emission test.
We can still hide behind Article 7 of the Hoomin Rights Charter - if it was legal when you did it it can't become illegal after the event. Maybe if you haven't recorded your engine swap, you'd best get your V5 amended sharpish!
