Cheap shockers are just not worth the trouble, and you will not get any that cheap anyway. As for the cone, it urgently needs to be replaced if it is hard, as it will result in the body and subframe being overstressed, and something may distort or break. But be very sure that it is the cone, not a siezed radius arm pivot, or worse, a knuckle that has worn through the cup and siezed, which is extremely dangerous as it can only lead to trumpet failure and suspension collapse.
