How would one go about repairing this...

Of course the windscreen would need to come out anyways to do the scuttle, but the rest of the bulkhead is like new with no rust apart from that section.

find a front bulk head of a same aged car, cut that bit out replace it. Don't know if you can buy bulk head panels

As Noah said cut a piece out of a scrap mini. That particular area is shaped and would need quite a bit of work to get right. You can get new bulkheads but its the whole thing and not cheap.

£251 to £367 ouch!!!

I have kept a couple of bulkhead sections from scrap cars for this reason

These prices appear to be from Somerford Mini (probably the same elsewhere) and seem to be for the complete bulkhead, including toeboard and rack mount, which is indeed a lot of money. M-machine seem to sell the various parts seperately, which may work out more economic.
