I have a mini city E 1989 with the orignal 998 engine in as a project we are trying to get it back up and running but how do you know if the car runs of unleaded or leaded fuel.

Mini's went unleaded sometime in late1988 I think so your 1989 should be ok. I had a 1989 Mayfair which was factory unleaded, there was also a green unleaded sticker on the bonnet shut to confirm but these do fall off and get lost over the years.
998cc Unleaded Engine numbers 99HF15, 99HF32, 99HG30, 99HG31, 99HG32, 99HG33, 99HG34, 99HG39, 99H/D81P, 99H/E20, 99H/E21, 99H/E22, 99H/F16.

"The change over to unleaded-compatible cylinder heads occurred in 1989. If your car is 998cc, engine numbers starting with 99H/D81, 99H/E, 99H/F, 99H/G, LBB10089 or LBB10175 are lead free. If your car is a 1275cc Rover Mini or Rover Mini Cooper (1990 on), it is designed to run on unleaded."

Check the engine number on guessworks site. (think it's guessworks.com try google) it will tell you how the vehicle with that engine number left the factory.
