In this link you can see the tape on the headlights like a racing mini, is this legal for the road and also how much will it affect my lights? Would halogen bulbs help ?

No it's entirely illegal as they obstruct the beam cast by the light.

The tape is to prevent shards of glass getting onto the track when racing. It's not really a thing you need do for the road. If you are worried about broken glass from a cracked and broken headlight getting on the road there are plastic covers available as used by the old 'works' rally cars and they are very effective.

In your other thread you are wanting to improve your light output. Surely you don't want to then reduce the light output and headlight range again by putting tape over the glass.
It's not very stylish either. The plastic lens covers are much more stylish in preventing lenses breaking.

I read (but doesn't make it true ) that you can cover up to 30%.

Bit of a silly thing to do though IMO, if you use the car at night.
