Search the forum dude.
Loads of informative threads on resolving rust.
But to get you started, cut it all out and get some fresh metal in there. If you're not doing it yourself search around for classic car restorers. Will bey our best bet. Would be able to do it in a few hours.

Get a wire brush on a drill and give the area a proper clean up, looking at the first pic, it looks like the rust may go quite a long way around. The sound deadening bitumen can hide all sorts of nasties and you won't know for sure until the area is all cleaned up.

Judging by your pictures the floor has been used to jack the car up as well as the rust. As Tamworthbay has said i would chip back the bitumen soundproofing and then use a twisted wire cup on a grinder to remove the rust.
I would suggest at a minimum the front flange of the floor will need to be carefully cut back as there are two layers there. It comprises of the toe board with the floor panel spot welded on to it.
Also looking at the lower flitch there appears to be rust starting there so you will need to remove the sealant along the edge there. Providing the rest of the floor is good use a club hammer and a block of wood to dress the dented floor down.
If you are not proficient at fabricating repair panels then buy a front floor section and cut out from that what you need.
