I have seen a 1380 short engine mini sports for sale which has covered 3000miles from new and is stripped but spun a bearing but has been caught straight away and states that the block just need chemical clean before reassemble . Would this be an ok buy or is it a risk .

All engines are a risk when buying, but a 1380 has the additional risk that it's at, effectively, maximum overbore and if there is a problem it would be very expensive or maybe impossible to correct.
When buying a 1380 it is necessary to confirm by actual measuring that the boring has been offset correctly, that the bores are exactly the right diameter and have no adverse wear by using a bore micrometer, that the machining has not broken through into the water jacket and that the bores are not scored.
Caveat emptor, indeed!

find another engine, not worth the risk

you dont realy need a 1380 anyway
