Due to the age of your mini being a 1990 the seats should be secured to the floor at the back too. The fact that they can tilt forwards means that any MOT tester worth their salt will fail it for the seat being insecure.
MOT guide section 6.2 rfr 1. It is fairly clear and only open to misinterpretation if you don't consider the following.
the seat's security is significantly reduced as it is not as secure as the original seat design. When doing the VOSA training they hammer into you that you must consider safety and what was acceptable on the original vehicle. Any modifications to a presenter's car should be evaluated in comparison to the original manufacturers equipment. Yours is less secure so it is a fail.

There is a lot of ''give the benefit of the doubt'' in the manual which probably explains the inconsistency's with people saying ''well I passed with XYZ'' when someone else fails

My sisters other half is a MOT tester & i just asked him & he said as long as the seat belt clip/trigger isnt a part of the seat i.e mounted to the floor not the seat (which i then told him its mounted to the floor. He said there would be no problem there.
