i recently put a heater in my mini after the other one broke, this one i stripped and cleaned and rebuilt and installed . I am finding that it goes cold on low revs and only gets hot at high speeds and hard accelorating .

What year and type of Mini is it? What exactly was wrong with your heater before you began mending it (leaking matrix, iffy heater valve etc.)?
It sounds like either an airlock issue or a water pump issue. I would check your belt tension first (saying that however, even with quite a loose belt my heater was OK (although I did only drive it around for around a day in that state).

My mini is a 92 city and I replaced the old heater with a second hand one which I stripped down and checked . And the old one would just cut out going down the road .
