I'll tell you how I did mine but I'm not recommending you cut holes in your car that's a personal choice -
First the boring stuff, the IVA discussion is relevant as the mod could be reported to VOSA via an MOT station also you are not just cutting the bulkhead but compromising the vehicle firewall and you must ensure the finished work reinstates the firewall integrity i.e it must be sealed all round the edges.
I used a battery box making sure the machined lip was flat as they are manufactured with a curved edge, remove the blanking plate then mark up the area to cut and weld in the box ensuring its welded all round. Make sure its completely sealed, if the car ends up on its roof you could end up with fuel coming into the cockpit if not airtight.
also you will find it almost impossible to have any dials mounted in front of the box.

All the tests etc are load of crap i spoke to a few places like mini speed mini sport etc and they said they have never come across tests with boxes fitted the box its self i on spot welded together so it aint that strong anyway and im going to use a fibre glass dash so the clocks is no problem
