No there is no legal requirement for a rev counter, weather one was fitted from new or not. You are fine to go to the single 'big' center clock. Mini spares sell everything you need (as do others)

So I could take my current 3 clock setup that's standard and all in one thing together and basically cut the rev counter out of it and use that ? I don't need all three for it too work ?

Yes, and the beauty of this is that the rev counter was an 'add on' to join the two existing clocks, you'll see what I mean when you remove the instrument pod, the rev counter itself detaches from the other two clocks which are joined.
The Cooper 'S's from the sixties used the centre clock and many had a rev counter in its own pod to the right of the centre clock, think it'll look great.
