I have tried upping the idle speed but it's still happening, i'm pretty sure it's leaning out because of the new cone filter, no enough fuel to match the air...

Yes it did, ran fine before, got ignition system and timing spot onIf you see dashpot oil you have over filled it.
Did the car start before you fitted the HIF38?

The standard one for the hif 38 i think AEM or somethign like that
i'm pretty sure it's leaning out because of the new cone filter, no enough fuel to match the air...

And you are wondering why it is lean with a cone type filter....

Unless you start from a known position you're shooting in the dark for a solution. Set everything to base line and work from there.
