Trying to remove the duplex timing gears -

Will the crankshaft smaller timing gear come off over the woodruff key or does the key need to be removed first?

You don't remove the woodruff key before pulling the timing wheels off, but they can be a bit tight...

All the pulleys/sprockets should remove with the keys in place.

Try and get a big, heavy duty screw driver, behind the centre of the gears and lever off

Or just use a sprocket puller ....
