Yup you can just swap the bulbs. 
Best to test the bulbs when in the gauges in the dark before you remount everything. If you find that they are too bright then you can wire a suitable value resistor in series with them to drop the voltage and thus the brightness.
I've got some rather bright led's on my dash for the indicators and high beam that being honest are too bright and rather distracting!
When I redo the dash with smiths gauges with the blue led bulbs I'll be wiring it so that the bulbs will be brighter on sidelights than on dipped/high beam headlights.
I will also be mounting a variable resistor (rheostat) so that I can alter the brightness of the dash.
