I've just finished my restoration on my 1989 mini thirty and was out on the road last night. It came to my attention there is only a little difference between dipped head lights and full beam.... Is this common for an old car (mini) or do I have an issue with my lights

No the lights should be far brighter on main beam, even with standard Mini headlights. Best to turn the lights on and look at the front, then try dipped and main to see if it's the bulb or the angle they're adjusted to.
