Pre 1996 cars didn't have a Air Bag, 1996 on had Air Bags so I suspect there are difference to allow for the change, Minispares list a pre 1996 Column and a 1996 on so looks there not interchangeable, Maybe the splines are different for the Air Bag Steering Wheel.

The nut at the top is different, that would suggest the top end is different, not sure about the bottom.

The bottom splines are definitely the same, as there are only two basic steering rack designs used, pre and post 1967, with a third variant of the post 1967 with reduced travel for sportspack arches and 13 inch wheels. The racks were, and maybe still are, available in different ratios, but that has no effect on the external dimensions including the splines.
The top, on the other hand, has or does not have an airbag, which makes rather a big difference.
Someone on here told me a while back that the top splines, non airbag at least, are common across many BL/Rover cars, so steering wheels can be interchanged. On airbag models I suspect that may not be possible, and most likely not legal, as the airbag is only type approved in the car for which it was made.

Splines are much smaller on the 96' on versions. This allows them to be compatible with mg steering wheels and vice versa.
