If it's not showing online it may simply be because there hasn't been any activity related to the car for a while, they only keep relatively recent records online. If this is the case it will automatically update when you either send in the logbook or apply for a V5c. If you have actually spoken to them and they cant find it at all then it may not be registered. It's possible that a car that only has documents this old was never declared onto the new system when the DVLA was centralised and computerised. It was up to owners to declare their own cars and loads of vehicles got overlooked. If so it will have to go for a VIC and then it may be possible to register it with an age related plate, it will loose its current number.

You can yes but if it's been unused since 1974 it's unlikely to have been declared so they can't grant you a registration document as there won't be one. If it wasn't declared the car has fallen off of the system, centralisation of the DVLA happened around 1978 and hundreds of cars were missed. Prior to the DVLA registration offices were local and run by councils. If this is the case it would now need what's called 'late conversion' or something like that. You will probably need to use form V765, but chances of keeping the original number are quite slim.

If the number has not been re-issued to another vehicle and you have documentation and the car in question, you can usually get it back, I have on several old Mini's which missed the computer record update in 1970's. The more documentation like old log book, old MOT's, tax discs, original chassis plates, etc you have the better to verify.
Heres how:

DVLA V765 scheme for applying to register a vehicle.
The 1959 Mini Register has now been approved by DVLA here in the U.K. to verify and submit applications under this scheme for vehicles that do not have a V5c.
In some cases the original number can be retained or an age related number issued.
After doing checks to verify the vehicle, which have guidelines set out by DVLA, we can countersign your application and submit it to DVLA.
This facility does carry a small fee.

The National MOC and MCR can also inspect the car for DVLA to approve.

You will need to go to your local DVLA office (if it is still open!) with the original reg documents + V765 form and photo copies of them, the DVLA officer then verifies 'in person' that the photo-copies match the originals by stamping them. You then keep the originals and send the verified photo copies with 7 photos off to one of the above club approved officials with the V765 form and he does the rest.....
.ie. makes his official recommendation 'yes or no' as an approved early Mini 'expert'. If all is ok he then tells the DVLA he approves the application and agrees that the car is the correct vehicle for the number, etc. You then get a new V5c in post a few weeks later.
