My mini has just started to drop from 3000 rpm to 0 then straight back up when I'm changing up the gears. As I engadget the clutch it semmes to fluttered between 2000-0 then when the pedal is compressed a bit more it goes back to 3000 then seems too be fine as long as there is pressure on the accelerator pedal.
What could this be ?

It could be the clutch release bearing on its way out, it could be a sign the crank thrust washers are worn. See if you can push and pull the crank through the engine with the front pulley. Push the pulley as hard against the block as you can, and watch it while someone pushes the clutch. It should not move.
