With both not working i'd check to make sure there is voltage getting to the stabilizer and voltage out.

White wire into stabilizer which is unfused...check make sure its live with ignition on.

As Irostoke says, making sure there is volts coming to and from the stabilzer is the first area to check.  If there is, make sure the harness is not ripped coming to the guages.

spare bulb and a length of wire..

wrap wire round the bulb...touch the bottom terminal of the bulb onto car body door latch is good place..

touch free end of wire onto the voltage stabilizer white wire.

even better if you have a free bulb holder you can use.

see if bulb lights

How olds the car...seems the earlier cars had green wires..

Should be DARK GREEN feed in....dark green comes off the fuse box...might be a blown fuse..

Light green goes to instruments
