the bolts wrong for one, should be a long bolt about 3 inches long, little plate that goes between the tank strap and the tank lip, then just tighten the lot up and it'll pull the tank round, remember though the tank is just clamped in place, in no way does the bolt go through the tank lip, hope that makes sense :-)

There is nothing wrong with that tank's position.  As above you need to use the correct screw, which is quite long and has a sort of self locking profile to the thread.  Don't try to align the hole, lots of people try to do that but the hole in the lip is for holding it in the assembly fixture when welding the tank together.

Well that would do I suppose but it's 2 1/4" while the tank screw is 2 1/2".  You do end up with loads of thread unused but sometimes you need all the extra length to start it pulling in, especially with a new strap.

so the bolt i got from minispares actually had a damaged thread which is why it wasnt working for me. after looking around the garage, got the perfect bolt and now its finally in and secured!!

thank you guys for all your help!! wish i started the thread earlier, might not of chipped the paint on my fuel tank

You have got the loose flat metal plate in the end loop of the strap haven't you?  Without it the hole in the strap is very large.
