Help Black Plugs

1985 Mayfair 998cc standard engine

have set all dwell, timing, co2 to 2.5%, new plugs, dizzy cap, rotor arm, air filter, did all that a couple of weeks ago and after all that checked the plugs last night they were black and sooty which is not what i expected. Has anybody got any ideas why ??

possibly the jet is worn allowing to much fuel through.

 

choke not returning fully.

Choke is fine, brand new cable

As stated could be a worn jet/needle causing it to run rich or the needle vale leaking or the float level to high.
