Does it turn over at all - normally or slowly? And are you using the choke properly?

Is the choke working correctly? do you have any air leaks on the carb or manifold joint, sounds weak if it wont start when cold but will when hot.

What age and model is your Mini? Check the choke before investigating further! :proud:

Could it be shorting out anywhere? I checked the voltage across the battery at it's showing 13.21 volts, which is more than enough. When I turn the keys into the on position I have no ignition light and no start/turnover

As above, check the earth connections in the boot and in the engine bay.  You want clean metal to metal contact between the cable terminals and car body/engine.

Also check other circuits.  For example, do the headlights and horn work?  Those circuits do not go through the ignition switch.  Now turn the key to the run position.  Does the red charge warning light come on?  How about the turn signals?

Oh and one last thing started the car the other night and it started fine and it ticked over fine but as I tried to drive it out of the driveway it started to die as if the mixture wasn't right so I check the mixture and it's where it should be but it still sounds like and old tractor! (It's a single hs4 1.5" on a 998 engine) so I removed it today to check it and inspected it, I dismantled it correctly and cleaned it. I did notice that in the float bowl there appeared to be a build up of some sort of brown powder(like rust) so I clean it out thinking that's the cause of my problems I rebuild the carb reattach it to the engine starts up first time no hassle but is still struggling for fuel whenever I attempt to rev it or even drive it, absolutely stumped with this one ! Any help would be heavily appreciated
