I'm doing up a mk1 Morris mini and the is a button buy the hand brake, and haven't got a clue what it is for, could it be a starter button or anything else??

early mk1s had a floor starter button, mounted on a round bulge on the floor...

yeah it will be the floor starter. mine dont work either!

Some mk1s had a floor mounted starter switch next to the handbrake - so it could well be that.

Yes its the starter button a classic feature of early Mini's and now back in fashion on new cars! 
If it is working make sure the terminals/cables underneath the car can't touch the exhaust.....early exhausts have a slight bend in to give extra clearance.
