It starts ok but is popping and farting, I rebuilt carbs all new gasket, air box seal. Starts on the button but is popping and popping .... And occasionally a back fire.... Trying to upload video.
Tick over is a little high.
An idea what it could be.... Is it air?

Check for Air leaks, Leaking exhaust, Ignition timing out, Fuel mixture, Cam timing

You said this was part of a restoration and that you had rebuilt the carbs (plural). What else was done?
As suggested above, you could have an air leak if the manifolds were off the engine. Was the engine rebuilt? Did you have the distributor out?
WIthout knowing the specifics of what was done, I suggest you go through a complete tune up as if nothing were set correctly.
- It should go without saying that you need to make sure the spark plugs, plug wires, cap, and rotor are all in good order. Since this is part of a restoration I hope you have replaced them all with new. If so, make sure the plugs are gaped correctly, they typically do not come "out of the box" set for a Mini.
- Make sure all the manifolds and carbs are all tight with all gaskets in place.
- Set the valve clearances with the engine "cold".
- If using points, fit new points and a new condenser. Make sure the gap is correct and that the dizzy cam has some lube on it.
- Regardless of what engine you have, set the static timing somewhere between 5 to 8 BTDC to get it started. Fine tuning the timing comes later.
- Make sure all the "basic" carb adjustments have been made. You didn't say which carbs. You will need to look up what is "right" for your carbs for the float valve setting, initial jet settings, and choke/fast-idle settings. If applicable, make sure the jets are centered, that the pistons lift and fall to the bridge freely (with the dashpot dampener removed) and that there is dashpot oil in the carbs.
In general, go through all the ignition related stuff first before adjusting carbs. However, since your carbs have been apart you must at least make sure their basic settings as mentioned above are correct.

I never did anything to the engine, it was a body work resto.
The carbs were leaking, so i replaced the needle and all gaskets.
Th carb and manifold are nice and tight. I need to do the mixture i think i also think tick over is to high.
Ive not tuned anything as i dont really know what im doiing and same for the carb needly. The carb i have i think is a hs4.... Has a choke underneath and a petrol bowl on the side it that makes sense. .... Ive had the choke bit up and down as it was sticking and over fueling.
Ive just bought new points etc... But waiting for a friend who knows how to do them

As you've rebuilt the carb, could be a silly question but have you re-filled the dash pot oil?
Yeah ive refilled it i just used 3-1 for the time being as I didnt have any with me
