i am currently rebuilding a front end of a mini that was cut and stripped before i bought it, the mini is a 1974 1000cc mark 3 and it is the solid mounted type 4 bolts under neath and four through the bulk head. the problem is where the spacers on the bulk head mounts go. in the buckets of bits i got with the car contained two tab washers for the top of the bulk housing, but i have notice on a couple of drawings there is a spacer approx 1/4" thick ?  that also goes on the bulk head, problem is it doesn't show whether its on top or underneath? can anyone help? and can anyone confirm the thickness ?, i am assuming this is critical to get the front subframe to line up with the two tow holes on the front.

I'm pretty sure the spacer goes between the bulkhead and the frame

Yep sits on top of subframe tower. Factory used to tape them on with masking tape as an aid to assembly. There are 2 large holes on the base of the spacer that sit on the 2 raised lips around the tower bolt holes. Earlier cars used suds but still have the spacers.

thats a great help thanks is it a fair guess at 1/4 " thick for the spacers its hard to scale them from a sketch

Hmm not sure, from memory about less than that, maybe 1/8inch. here is link to bracket at Minispares. The plate in the picture is shown upside down. The holes you can see engage with the raised portions around the subframe holes.

Maybe someone has some they could measure or maybe supply you.

Or maybe do a dry install with some plasticine to gauge the thickness required.

if any one else has this problem here is what i have found out the shim plate thickness is 15/64" (6mm) the plate has 7/8" (22mm) dia holes thru, this enables it to sit flat on the subframe towers and not effect the raised area around the tapped holes, i assume this is designed to offer a bigger footprint to distribute the load through  the bulk head. if your having to make them your self dont forget to but a 7/8" hole trough the middle to allow for the rubber cone compresser if you need to strip the front suspension unit.
