Trying to diagnose why the mechanical fuel pump on my mini isn't pumping. 

The previous owner has fitted a pre-A+ 1275 engine. I've had the pump off and it seems to work fine. For the moment I have refitted it WITHOUT 2 of the 3 gaskets and have used some sealant stuff as a temporary measure. The spacer is fitted. However, with the pipes disconnected, and the engine turning over I cannot feel any pumping happening. Sad face.

This leads me to believe that either the lack of gaskets means the pump isn't operating properly or the cam has no lobe left?

It may have had a cam fitted which didn't have a fuel pump lobe.
