Well, thecig lighter and the battery are the same, electrically speaking. It would be best if this is added to a fused circuit, or a fuse added for it. Personally, I would hide it somewhere and connect to an always-on power source. Keep in mind that if it's always on, this could have an effect on the battery if you leave the car for extended periods.

Before plugging it directly to your battery check how much current it uses. It may be specified on the tracker documentation or you can check it with a tester. Remember that even 0.1A (100mA, equivalent to 1.2W of current draw) will empty a 60Ah battery in 3 weeks (60Ah/(21 days*24 hours)=0.12A. I've looked at a few on the internet and they seem to draw about 100ma like here .

As for where to put a fuse, I'm not as helpful here, as I haven't gotten to wiring my car yet (I'm building a Mini Marcos kit car). An inline fuse is a good idea. Something like this (link just used as an example, I have no clue if this one is any good): http://www.amazon.com/gp/aw/d/B0002KR88A/ref=mp_s_a_1_1?qid=1378917292&sr=8-1π=SL75 A 5a fuse should be more than plenty if the previous poster's estimate of 100ma is correct for your device. The minis don't have as many fuses as modern cars, so maybe it's in theme to just wire this device into existing wiring somewhere. But I'd personally put in a fuse, in case something bad happens.
