yup mine have only ever worked at fastest speed think there are some spindles worn on the wheelbox

You need to be looking at the workshop manual and seeing the wiring diagram and check the feeds into the wiper motor with a volt meter, and check out the wiper switch, the wheel boxes would have to be neigh on siezed for it not to work on slow speed and then the excess current draw would blow the fuse. Busy at the min so cant tell you which wires to check. Back later today

I had pretty much the same problem, the spindles and pull and push bit was full of dirt and old grease, we found a second hand one and worked perfectly. I would take it out and give it a good clean and regrease.

The motor must be tired then if it cant work the spindles on slow speed, unless they are semi-siezed and the rack dried out. First signs is blowing fuses and a very hot motor assembly

Might be the column stalk. The wipers use the same, low speed, winding to park, so you could let the blades get to their highest point then turn 'em off - if they make it down to the park position the motor rack are working to some degree. Dan has posted a poundage figure you can use (with a spring balance) to test the effort it takes to pull the rack.

Its 6lbs on a spring balance to test the wheel boxes and rack.
