Brake Bias, Actuator, Regulator, Valve Wots It !

I suspect either the brake regulator or master cylinder (yellow tag) from an 84 mayfair is my problem.

 

Have fitted Metro 4 pots on the front and have changed the rear brake cylinders from the larger ones originally fitted to the smaller bore ones, can't remember at the mo what size the smaller ones are. I did this because after bleeding the system the rears locked up fine but the front caliper pistons hardley moved so was advised to do this to help resolve and I can see the logic in this.

 

My problem is that this has not helped at all, so therefore now suspecting either the master cylinder or regulator. I have rebuilt master cylinders before but not a regulator, has anyone else done this, are parts available or is it a sealed unit replacement situation or am i going down the wrong path. I can assure you the front calipers have been fitted and piped up correctly so where else could I look, any help appreciated.

As far as I am aware, spare parts for the PRV are not available, so it needs to be replaced.
