how fast should mini with a metro 1.3 turbo engine in run?

Not really, the Mini's aerodynamics limits its speed far more than its power output does. Once you get over 100 in a Mini you need serious power to accelerate further. Just 'because you can get a certain speed range in one gear doesn't mean you can get the same range again in the next gear.

what are those factors thenhow fast do you want it to run (how long is piece of string), could prob do between 90 - 115 ish. depending on about 53246 million factors.

ok, well it depends on the factors mentioned by jammy!
What condition is the turbo in? How much boost? Stipped out mini or standard? What size wheels? Clubman or roundnose? Full tank of fuel or not? Passengers? Quick in a straight line or round bends?
ps. plus the all-important 'pies-eaten' factor...
