For some strange reason, the car has developed a strange issue where my headlights and rear lights work fine until i turn my headlights fully on (the low beam)

 

when i turn my side lights on, everything is fine....as soon as i flick the switch again to turn my low beams on, the dash lights cut off and my rear lights turn off as if i've turned my lights off, but my headlights do actually turn on.....after a little driving or continuous off and on of the headlights, it'll all start working again

 

could this be a fuse issue or deeper electrical issue??

Sounds like either a earthing problem or a short somewhere.

Take the plugs off the various lights and ensure there is no corroded terminals as a start.
