I have a Rover mini Italian special edition and it's all running fine, except I noticed that the spotlights attached to the grill don't come on, either when in low beam or full beam.
They have cables running from then into the engine bay, but I lose track of them as they are close to the bottom of the engine which I can't really access unless its lifted
Any suggestions?

look around the bulkhead area for a relay. It's normal to wire spotlights through a relay so the problem could lie there.

I suspect it will have a blue/white wire going into one of the terminal and probably a brown

You could also be unlucky and find its something simple like both bulbs blown.

Whoever did the wiring of these light at rover make them a nightmare to work with, and dealer fitted them even in worse ways.

The very best thing you can do, is take out all your existing wiring of these spots, bin all that crap, get a wiring kit, and wire tha stuff the proper way:

Hope this helps.
