They should be about 25kohm x metre, anyhow if you cut down just an inch it wont make big difference though.
Measure the resistance with a multimeter and the length of the lead so you'll make sure ;)

Am I right in thinking they're only resistive to stop them interfering with radios?
That's my understanding too. I don't believe that 4" cut off will make a noticeable difference (assuming around 12" left)

Removing the RF suppression is seriously illegal because of the possible effects on other things, not just your radio. However, my professional opinion, as one fully trained and experienced in EMC, cutting off 4 inches is not going to have a significant effect. If it was my car, I happily would do it.

You will be fine following Tiger's advice. Shorten the wires as you see fit to keep them neat and tidy. Yes, the shorter wires will have less resistance but that is OK. It is not going to affect the way the engine runs. As long as there is a decent portion of the intended resistance left (and there will be) you are not going to introduce a lot of electronic noise in the environment. And that noise is not going to interfere with electronics around/outside your car. In short, don't worry about it.
