Are you driving up a steep hill into a head wind with a standard 998 and flat tires?

Edit: ok, in all seriousness what someone said below regarding fitting a filter and not changing the needle is a good suggestion. Also as others said, check your getting full throttle.

It's a possibility, though unlikely. You could get someone, or a brick, to hold the pedal down while you see if the throttle is turned fully by the pull of the cable.

 

The nearest equivalent cause is a clogged air filter, but there are masses of others from binding brakes to a clapped out engine.

If you have fitted a K&N style air filter, but not changed the carb needle, it will go all asthmatic at around 50 or so.

Have someone pushing the throttle down and see if you can pull the throttle any further down on the carb.

Could be wrong settings of the carb too. Bad oil, flat tyres, no ignition on 1 cylinder maybe?

does it run rough on idle? or when you do the throttle by hand at the carb?
