A head set is a 'universal' kit for the A series engines... there are many types of valves which have been used over the years, some use different seals, like you will also have lots of different manifold gaskets for the carburettor...
In this case you obviously don't need to use this particular type of valve seal...2A879 as this is only for really early A series heads
Traditionally only 4 valve stem seals were used, one for each of the inlet valves, as this stopped oil leaking into the combustion chamber, oil leaking down the exhaust stem would be blown out with the exhaust. If you want to fit valve stem seals on the exhaust aswell then order 4 more.
