is it possible to get chrome bumpers sandblasted and powder coated? 

 

is this the best way to change chrome bumpers to black ?

In theory yes Chrome is just a plating over mild steel. Sandblasting however may not be abrasive enough to remove the chrome, and could distort the bumpers trying to do so, but I'm no expert. If it was me I would probably grind the chrome off with a flap disc. You may still wish to have them blasted afterwards as the insides may be rusty

Yeah, it i is poss. I have a stainless front clubman bumper with a chrome plated rear bumper. I had them shot blasted and then powder coated black. It has been almost a year since i had it done, and they still look brilliant.

 

Cost me £55 if i remember correctly.
