Hi
I am converting a auto 1976 to manual engine to my 76 car
I have taken out the pedal box. I am also fitting
Brake system from a 1991 car so I am changing
The brake pedal as well as a new clutch pedal

What I would like to know is does the clutch pedal have a spring on the pedal box

Yes, it is absolutely essential that the clutch pedal on all Minis has a heavy return spring. See here for the part that you require:

Item 9 is the spring that you require if you have a servo. There is no spring on the brake pedal, an internal spring in the servo providing the same functionality. If you did not have the servo, you would need the dual spring, item 8.
