Thats crazy, i fitted new dounuts to mine and i wind the rear hi-los out 30 flats on the nuts and it still sits alot lower than that

Get a picture of them wound right up, that would look awesome...
hope you get it sorted though mate, something definitely isnt right though. When mines were wound right down the wheels were inside the arches

Were the new cones standard ones or either MiniSpares Uprated red/yellow or MiniSport Smoothy-ride ?? If yes then you may have to modify your Hi-lo's as these both sit high even at the lowest range of adjustment of the Hi-lo's.
But you do need to let them and the rest of the suspension settle for a few miles before the true ride height will be seen.

The fronts are fitted so the indicator sits in the recess and they line up with the bumper and the floor pan.The arches seem to be fitted rather high up?
The rears line up with the rear bumper and the floor pan.
It would be impossible to fit them any lower, without them fitting incorrectly
