I'm not sure, and I'm probably completely wrong, but that looks like a mechanical chronomatic rev counter? Looks like two bulb holders either side, and a fitting for the tacho cable in the middle?

Ross is correct.  You have a mechanical rev counter.  It is not going to be much use with a Mini. 

 

Examine the face of the gauge for its calibration.  You should find a pair of numbers printed on the face in a format like "3.5:1" or similar.  Once you know what the ratio is you can look online for what car this was originally from (likely MGA, very early MGB, or a Triumph).  Sell the tach to someone with one of those cars and use the money to buy a later Smiths RVC type tach for your car.
