Is there anyway to remove the lacquer from a walnut dashboard? It has some chips in it and needs filling but is there anyway to remove the lacquer and should I do it before the filler or after?

After sanding is that best time to put filler on, then paint it? Because I either want to paint it black or put leather or carbon vinyl over it

Filler for ? You should only have to sand it back, then prime it, lightly sand so it is fairly smooth then paint, as for doing the vinyl, you shouldn't really need to do anything to it, just paint/spray adhesive and put the vinyl on, just make sure it's clean before you do so

I see what you mean, sand it all back, then fill the bits in the photo that you have shown, then sand back using a block to make sure that it is flat, then paint or vinyl whatever route your going down

Okay, what about the idea of using heat gun to remove the lacquer or will it be alright if I just sand it?

I've never tried the heat gun method, you could try it on a section and see how it comes out ? May be quicker as if you are painting it, ideally you need to make sure all of the lacquer is sanded off before painting. If you do end up using the heat gun you would still need to lightly sand it after just so you have a score in the surface.

This only really needs to be done if your painting it, if your putting vinyl on the like I said earlier, it should only need a clean up(and of course the bits that need filling)

Right okay well I shall give it a go and see what happens. The only other question is how do I fit it? I know I have to take the old bracket out which in my Mini is a 2 clock, then put the 3 clock in the dash but from there I don't know what to do!
