Just bought a mini but it isn't starting. Spark plugs are sparking, fuel pump pumping and the battery is fully charged. Any ideas?

If its been standing then tip a small amount of fuel in the carb mouth, if  it fires and runs the carb is not allowing fuel through, strip and investigate and see if its full of foreign stuff or neeedle vale gunked up

I've already tried that but no luck.

Then its back to checking everything tappets points timing and working your way through it, if its not setup then fuel wont start it alone, if you have 5degs of static advance, points set to 15thou and the carb is clean it should run, how long is it since it ran ? does it sound like its got compression? have you checked it.

What happens when you try to start it?

Does it turn over? - If so, does it turn over quickly or slowly?
Does it nearly catch and start sometimes or not at all?
