Get a hacksaw in and cut the bolt head off and then plug gas it /wd40 and use a punch to knock it through.

To compound this, on EARLY cars like mine, that top connection at the bulkhead does not have a sleeve and bolt like the later cars. Early models had a strange 1-piece part threaded on both ends with a larger diameter middle. The only way to remove them was to unbolt the bracket from the bulkhead once you got both nuts off. Hopefully this is not what you are dealing with.

The bolt sits in a metal sleeve that runs inside the bushes, the bolt get seized up over time.
Get a hacksaw in and cut the bolt head off and then plug gas it /wd40 and use a punch to knock it through.
Do this any you are probably going to pop the spotwelds that hold the lower halk of the bracket off the bulkhead.
Unless you unbolt the master cylinders and remove the upper half of the bracket, two cuts are usually required though the bolts - above and below the bush - to allow it to slide out forwards.

I have struggled, cutting the bolt out myself on other cars. I was just wondering if a puller tool for wiper arms could be used:
If the "feet" of the tool could be wedged under the plate (should be enough give in the rubber bush below), then the bolt of the tool would effectively push the remainder of the bolt out?

Nice idea, but I rather suspect that the forces involved would be far far grater than the tool is designed for.
I think the feet on the LH one would snap off.
