A picture would be more helpful really.
Could be anything if it's not connected at either end. (Bit like saying "I've got a wire in my engine bay, it's not connected to anything, what is it?" )
What size is the pipe and where does it start/end?
If it is the breather, it should be connected to the flame trap on the top of the clutch cover, and then it joins a Y piece connected with the breather pipe from the timing cover, this is then fed to the carb.

How big is the pipe? Some earlier Minis have a copper pipe for going to the oil pressure gauge that runs front of the block over the clutch over to a rubber tube at the back of the block.

It was originally fitted to the carb bowl overflow to direct any leaking fuel away from hot parts such as the exhaust. If you have the original carb, you ought to reconnect i at the float bowl overflow.. the bottom end connects to nothing, just allows the fuel to drop out of the engine bay.

What carb do you have. If your car has been fitted with a later type then it may not have an overflow outlet, hence the reason it may have been disconnected.

Then maybe you have a breather on the top of the float bowl, you should find either a spare spigot to attach a hose to and connect the other end to the pipe you have found, If no spigot, you may just find a breather hole, in this case you cannot use the overflow pipe and can do away with it. Hopefully you have the spigot as it is much safer than allowing fuel to drip anywhere. Hopefully too, your float valve is in good condition and the issue may never arise.

Hope this helps.
You can see quite clearly here that the float lid has two spigots. one will be fuel in, and will have your fuel pipe connected to it, the other is for the overflow. If you only have one, then it is simply vented and your pipe is not required.

Just had a look sure enough there is a stub with a piece of rotten hose on it, I will reconnect it with a new hose, I dont think there will be many original bits left of this car, it was only meant to be a run around for 12 months until the MOT ran out,now I am planning what to fix to get it through another one, Lol
