He certainly does. It's quite true that if you have an account with HPI then you can do a check on just the reg number and it gives you back the chassis number "to confirm".
I do however think it would be nice for some confirmation of the OP's intentions. Whilst it might well be perfectly legitimate and legal there's a whole world of possibility for it to be something very dodgy.
