1990 mini checkmate was driving down the road today and noticed if I turn slightly right there was a scraping noise turns out the car is now sitting low on one side and the wheel is slightly forward any ideas?

the rubber suspension cones sag with age and the knuckle joint eventually wears through the plastic cup it sits in

Compare left to right: gap between top arm & bump stops, the shape of the rubber covers on the lower end of the trumpets, the shape of the rubber suspension cones, any free play in the ball joints or tie rods....

That could be the ball joints or a wheel bearing. It sounds to me like you need to have a thorough inspection of all of the components as well as the rubber doughnut. You will need a cone compressor to remove it along with taking off the top arm.

Change both front doughnuts as a pair though.
