Hi,
Once you rubbed it down, what's the best one of these to use to clean a panel (i am going to have to clean the whole car for respray)? What's the difference between the two?

It's all to do with flash off times.
Panel wipe needs to be removed with a clean cloth after it is applied.
The slow one takes longer to flash off so you get more time to take it off before it dries.
The fast one tends to flash off too quickly so unless there is two of you cleaning down or you work at warp speed, then i would stick to a slow or standard one.
Especially when working in heat!

Don't forget, you need to wipe it dry with a clean cloth while it is still wet...
You need not stand and wait for it to dry.
I use the wax on wax off method with a wet panel wipe cloth in one hand and a dry clean one in the other when in a hurry so i am literally taking off one lot while putting more on.
But generally, you would wipe an area over with the 'wet' cloth and then go back over it before it dries with the dry.
The slow one i find is more through at degreasing too so might be a good option if it's been done in a dirty old garage! Sometimes you find that the slow leaves a film though so it's not all great news.
Try them and see what best suits you bearing in mind that fast is alcohol based and slow is white spirit based so that should give you a rough idea on evaporation times.

I thought the idea of panel wipe was to let it flash off. What does wiping it off achieve?

By wiping it off you're removing the contaminants that it's absorbed..

yeah they are sticky cloths that you wipe over the car with to collect up any dust or rubbish before painting.
They are dirt cheap (scuse the pun)
