Transfer Reg Number From A Retention Document

Can I transfer my private number that I have on a retention document ( v778 ) to a car that's in my name and I have the v5 c and it's Mot'd and is currently -----Sorn -------.
But it has no tax or insurance

Do I have to apply for the tax when I transfer the number (to tax it I will need insurance)?
I would like to transfer it and tax it at the same time then insure it under the new number if I have to insure it on the old reg and then the new one ( transfer number) I will have to pay two lots of mid term change fees to my insurance company

You will need to insure it on the old number before you can transfer the retained number. You can apply for the Tax when you apply for the registration transfer. Once the transfer has taken place then you only have to inform your insurers that you have transferred the new number to the car. Some insurers do this for free, but some charge an administration fee. Best to check when you insure the car whether an administration charge will be applied when you change the reg number.

This states you can tax the vehicle when assigning the plate, however, if you wish to drive the vehicle before the assignment takes place then you must tax and insure it under that identity.

It used to be so much easier when you could go into local DVLA offices

I rang my insurance company today and they will only charge me for the vehicle change and not for the reg change that free :) so a result on that one .
The reason for this post was I rang the dvla a couple of days ago and asked what do i do ? And I got told no problem just send off the v5c and the retention form and they will transfer it onto the sorn car ? ?? But every thing I read since then says tax plus insurance ...just goes to show what do the dvla know !
