Rust Beating Device?

I just purchased some ACF50 aircraft grade protective spray on the weekend whilst at VW Bus Fest as my tin in the garage has just run out. I happened across the guys website when I got home and noticed he is selling the CAT2 and CAT3 anti rust unit. This thing relies on the output of the unit to combat rust in the vehicle. The testimonials on the site seem promising primarily from caravan and park home owners but there is one in there from a guy with an 80 Daimler and a 73 Buick . Has anyone seen this thing before or have any opinions on it?

I've researched things like this before and they don't work. Cathodic protection which is basically what this claims to be relies on the metal being surrounded by another medium eg soil on buried pipes or water for steel bridges. Witout that the current can't do its thing and doesn't offer protection.
Surely if it was that easy every car would be made with this from the factory?

So is this the cathode/anode principle in electronic form?  And what does it cost? It says POA on the site/
