Soo i have a fuel leak from here ...

That's the overflow for the float bowl and yes there should be rubber hose to there

If its overflowing the float needle may be stuck

+1 on the needle valve leaking and float level to high, needs the top taking off and most likely a new new needle valve, could check and see if its a speck of dirt on the needle/seat?
