Slightly different tool here but I bought an electric hammer drill around 8-9 years ago to use for breaking up concrete (with the chisel bits) paid £50 for it brand new as it wasn't a brand name, it's been used thousands of times as i'm a joiner, i still have it now and it still works 100%. Take a chance, you win some you lose some

I bought a Parkside hammer drill in Lidl for £15 and it is a great bit of kit. It gets some abuse and shows no signs of giving up. My previous Hammer drill used to switch from drill to hammer every time you put any sort of pressure on it which was ridiculous and that was black and decker!
I always give the aldi and Lidl tools a go because like you said, take a chance and you might end up with a bargain!
